3) The qualifications of recipients have to be:
a) Proceeding from Grade 12 to any university in the province or other secondary institution approved by the Events Committee or Attending a post-secondary institute, but who are under 19 years of age as of January 1st, of the current application year
b) Minimum "B" Average
c) Must have demonstrated good citizenship, personality and leadership
